Arbor Terrace at Marlton Approved by Planning Board Meeting 5/7/2020



The Evesham Township Planning Board met via Zoom session on May 7, 2020 to consider an application from Capitol Senior Housing to build a 3-story, 87 unit, 105 bed assisted living community on Executive Drive in Marlton.

Executive Drive is a small road that connects Evesham Road and Route 73.  There are a few businesses back there, and an affordable housing complex called Cornerstone at Marlton is currently under construction there as well.



During their presentation, the applicants noted their experience, that they have been building across the United States, most recently opening Arbor Terrace in Mount Laurel.  The building they are proposing will have 87 units, 60 will be assisted living and 27 will be memory care.  The building will be 76,500 square feet with approximately 30,000 square feet of common area.  It will contain common and private dining areas, a hair salon, lounges, a bistro and a theater.

Eleven of the beds will be for affordable applicants (Medicaid).  There will be approximately 30 employees on site at the peak times, with 4 to 5 overnight.  Employees are on staggered shifts, so they all don't arrive or leave at the same time.  Based on the number of employees and the fact that the residents do not drive, there will be very little additional traffic on surrounding roads.

The applicants also presented the following information:

  • The average age of a resident entering this type of facility is 86 years old.  
  • The residents are not able to live independently, but are not candidates for skilled nursing care. 
  • The fastest growing population in the United States is age 85+.  The second fastest is age 75+
  • A  'silver tsunami' is expected.  Currently, 13% of the population of the United States is 65+


The application was approved by a 7-0 vote (Friedman, Levenson, Cortland, Parikh, DiEnna, Veasy, Marrone).  Groundbreaking is expected between November 1, 2020 and January 1, 2021.  Construction expected to take approximately 14-15 months.  A marketing trailer would be on site about 6 months prior to completion, and applications would be taken there.
